The Academy activities in the sphere of the scientific certification of scientific
and scientific-pedagogical personnel of the highest qualification


At present time in all developed democratic countries the scientific-social system of the certification of scientific and pedagogical personnel occupies priority place in training of young scientific personnel.

Aspiring to strenghten and expand cooperation of the countries with various education systems and for provision most wide recognition of training courses, diplomas and scientific degrees, taking into account principles of assistance to development of democratization of formation and employment by intellectual work, and also according to UNESCO Charter, in Bangkok the International convention ?About acknowledgement of training courses, diplomas about higher education and scientific degrees in the states of Asia and Pacific ocean? - the first international on December, 16th, 1983 is accepted, under the aegis of UNESCO, the convention according to which the state and nonstate attestative bodies admit equivalent, no less than the diplomas which have been given out from their name. Thus agreeing states undertake to take all measures necessary for acceleration of effective functioning of these nonstate national attestative bodies. The given Convention is ratified by the Supreme body of the USSR on May, 23rd, 1990.

European (Paris) Convention "About the academic recognition of documents on university education" from 14 December 1959 establishes the procedure of mutual recognition of documents on university education, including the academic degrees for non-governmental certification bodies, including university. This international Convention was ratified by the Russian Federation in 1999 (Federal Law ? 149-FZ of July 8, 1999).

According to the European (Parisian) convention ?about the acknowledgement of training courses, diplomas about higher education and of scientific degrees in the states of the region of Europe? dated December 21, 1979, the preference is given to the professional scientific-social and university system of the certification of scientific personnel of the highest qualification. Furthermore, into [p].1 of [st].9 acknowledges the equality of status of state and non-government certification competent authoritys. Convention was ratified by the USSR in 1982 (Decree of the Supreme Soviet of the USSR ? 63335- X dated January 5, 1982).

On December 29, 2000 in the Russian Federation it is accepted a federal law ?about the of changes and additions into the federal law of 168-[FZ] ?about the science and the state scientific and technical policy?, the being concerned only political system of the state of certification and not limiting questions of the scientific-social system of certification.

According to the Constitution of the Russian Federation (part 4 of Article 15) generally recognized principles and norms of international law and international treaties of the Russian Federation are an integral part of its legal system. If an international treaty of the Russian Federation stipulates other rules than those stipulated by law, the rules of international treaty. Thus, activity on the academic recognition of university qualifications and diplomas and degrees granted in science and social order of certification, consistent with international law, is legally relevant and equivalent.

Currently in Russia the system of scientific and public certification of highly qualified personnel acting quite a lot of scientific organizations, which can be attributed to non-governmental bodies competent in matters of certification and recognition of academic qualifications and higher education, Which include the Higher International Attestation (Qualification) Commission (HIAC).

According to the Hague Convention of October 5, 1961 legalization of diplomas and certificates issued by HIAC through the procedure apostilling carried out in the relevant bodies of the Ministry of Justice of Russian Federation.
